 Jim Zieba, J.D.
Executive Director
 
Jim Zieba has served as the Executive Director of the Indiana Optometric Association since September 2005. He obtained his Bachelor of Arts degree in Political Science from Purdue University and his Juris Doctor degree from Valparaiso University School of Law.  He is admitted to practice law in the State of Indiana and the Federal District Court for the Southern District of Indiana.

His government relations experience includes:

His legal experience includes:

  • Staff Judge Advocate, 38th Infantry Division, Indiana Army National Guard

  • Deputy Staff Judge Advocate, 38th Infantry Division (Mechanized), Indiana Army National Guard
  • Deputy Staff Judge Advocate, Task Force Eagle, U.S. Army, Bosnia & Herzegovina (2004) 
  • Attorney, Bowen & Mader, Richmond, Indiana
  • Law Clerk, Consumer Protection Division, Indiana Attorney General's Office

Jim, a lieutenant colonel in the Indiana Army National Guard, recently returned from active duty with the Army in Afghanistan, where he was responsible for establishing and strengthening the rule of law in four provinces of the country. 


Barbara Marvel McNutt, J.D.
General Counsel
 
Barbara Marvel McNutt joined the IOA as its Interim Executive Director on May 25, 2009.  Barb served in this position while Jim Zieba was on active duty for service in Afghanistan.  Upon Jim's return to the IOA, Barb agreed to remain on staff as General Counsel. 
 
Barb is an attorney who worked for the State of  Indiana for many years.  She was chief counsel of the Indiana Professional Licensing Agency (IPLA), the state agency that oversees the boards that regulate professions, like the Indiana Optometry Board.  Barb also served as IPLA's chief legislative liaison with the Indiana General Assembly.
 
In 2006, Barb received the Governor's Public Service Achievement Award and in May, 2009, Barb was presented with the Distinguished Hoosier Award by Governor Mitch Daniels.
 
Barb is a graduate of Indiana University with a B.S. in Business and a graduate of the Indiana University School of Law in Indianapolis.  She is admitted to practice law in the State of Indiana and the Federal District Court for the Southern District of Indiana.
 
 
Marilyn Carter
Director of Communications & Marketing
 
Marilyn Carter, a Hoosier native and longtime journalist, serves on the staff of the Indiana Optometric Association as Director of Communications and Marketing.

 

Most recently Ms. Carter provided communications consulting and project management for varied organizations including education, community and political campaign entities.  Her expertise includes communications strategies, media training and fundraising. 

 

As a reporter/anchor at WRTV-6 in Indianapolis, Ms. Carter spent 15 years covering a variety of news stories around the state and beyond.  Some of her assignments have included covering Pope John Paul II, several U.S. Presidents and traveling to Panama and Honduras with Indiana Guard Units who were providing health care in remote regions.

 

Ms. Carter is a graduate of Indiana University, Bloomington and hails from Hobart, Indiana.  She resides in Indianapolis with her husband and three teenagers.


Bridget Sims

Membership Secretary/Receptionist

 

Bridget Sims joined the IOA staff in September 1996. She serves as membership secretary and receptionist.  Bridget is responsible for maintaining IOA member records and data base management.

 

Other duties include member recruitment, responding to member inquiries, accounts receivable, C.E. registrations, reports and assisting in various projects for the executive staff.
